GOOD NEWS! WE WON!!

Actually last night we thought we had lost already. Sen. Rodolfo Biazon had maneuvered the Bill on to the floor after the C-5 debate. He then proceeded in 45 minutes to have the committee reports amended to make it the same as the House bill version and propose amendments for 2nd reading. At about 9pm last night, the session was suspended till today.

Dut to this, today we pulled out all stops and called our remaining allies in the senate, Sen. Chiz Escudero, Sen. Pia Cayetano, who were our law school contemporaries in U.P. They pledged their support during the debate and period of amendment which was scheduled today for HB 6776. As it turned out this was no longer necessary since the minority senators had chose to boycott today's last session due to the C-5 controversy. There being no quorum the senate had to adjourn finally without taking up the pending bills! The Good Lord certainly works in strange ways.

Atty JJFAT, Badcop, Googie, Sherwin from Armscor, and myself were in the Senate Session hall today to witness the death of HB 6776 (more on this later)

SWEET VICTORY!!

The long ordeal is over. When the senate meets again on 31 May -5 june it will simply be for the canvassing of the votes for president. The BIG BILL is DEAD. We KILLED the BILL.

House OKs bill imposing stiffer penalties for illegal guns

MANILA, Philippines - Voting 140-3, the House of Representatives approved on third and final reading yesterday a measure that seeks to restore stiffer penalties for possessing unlicensed firearms that were imposed during the term of the late President Ferdinand Marcos.

Camiguin Rep. Pedro Romualdo authored House Bill 6776, which seeks to impose the maximum penalty of life imprisonment for illegal possession of firearms. It also provides that any group of three or more persons is considered a criminal syndicate if one of them carries an unlicensed firearm.

Under the bill, stiff prison terms will also be imposed on unlawful acquisition of firearms; carrying of firearms outside of residence without authority; unlawful possession or acquisition of ammunition, components and other parts of firearms.

Romualdo, chairman of the House committee on good government, said HB 6776 is expected to solve the proliferation of illegal firearms and explosives and their manufacture.

Romualdo said the House panel unanimously approved the measure since his colleagues noted that 97 percent of the crimes involving firearms in the country were committed with illegally possessed and unlicensed firearms.

He said the Philippine National Police has estimated that there are at least 1.18 million loose firearms proliferating in the country, and at least 1.11 million others have expired licenses.

But independent Rep. Edno Joson of Nueva Ecija, one of the three congressmen who objected to the measure, described the bill as “useless” because it will fail to end the prevailing culture of violence in the country.

“There must be a change of policy from the rule of violence to the rule of law; from a culture of death to a culture of life; and the rule of reason over the law of the jungle. What we need is a total gun ban to end violence,” he said.

Romualdo has a different view, however.

“We can only surmise that many gun holders or gun owners do not register their firearms with the PNP. These gun holders either purchased them through illegal means or are part of subversive elements or committing illegal activities,” he said.

Romualdo said HB 6776 will revive certain provisions of Presidential Decree 1866 that was signed by Marcos in 1983, shortly after he lifted martial law. He said Marcos used the decree as a “potent tool” to go after persons suspected of rebellion or sedition but cannot be punished due to lack of sufficient evidence.

Congress previously enacted Republic Act 1997 to correct the provisions of PD 1866 that are against the constitutional injunction against excessive penalties, Romualdo said. The new law was also calculated at encouraging illegal firearm holders to legalize gun ownership, but Romualdo lamented that RA 1997 failed to realize its objectives and instead resulted in the proliferation of unlicensed firearms.

Meaning to say MAY GUN PA DYAPON till the senate and congress passes the bill into third reading and the president signs the amendment of the omnibus election law.
Adjourned ang congress till May 31 or 11 days before the expiration of the gun ban by June 10, so wala pulos dyapon ang ila mga debate.

Better WATCH-OUT. Just received an info: AIRSOFT GAMESITE RAIDED (somewhere in Luzon). Although nga ang mga players wala gin detain, however, thier AEGs were all confiscated. Maayo lang kay covered na sila sa, NULLA CRIMEN, NULLA POENA SINE LEGE (there is no crime when there is no law punishing it) principle.

Okey gid ko sa advice mo, sir militarydoc. Hulat lang ta anay sang tyempo ta.

thats why maski ok lang sa amon area mag play naga pabalo gid ko sachief of police namon atleast he knows na may ga hampang sa area para kung may magcomplain kabalo sya na airsoft lang na and not private army gathering....what may have happen is after somebody reported armed men gathering police just did what they should respond to a complain cause they have no idea that it was just airsoft...make friends with your local cops its helps

Correct ka gid Sir Icemanx79. We also make it a point to inform the police precinct covering our site if there's a game. Even after 2 years, the police still gets a call from concerned citizens nga may armado nga mga tawo sa game site namon. Get to know your local precinct's chief, a coffee or lunch once in a while will do good for your game site/s.
